An Asbestos Management Plan (AMP) is a site specific plan for a building or site that details how the Asbestos risk at the site will be managed. It outlines specific roles and responsibilities, Asbestos management actions, and is used as a tool to reduce the risk of Asbestos spread and exposure to the lowest level reasonably practicable. Typical elements of an AMP are:

  • The name of the person(s) responsible for managing Asbestos;

  • Asbestos information from the Asbestos survey/Asbestos register (see below);

  • Plans for work, repair or removal on Asbestos materials;

  • A program for monitoring the Asbestos materials condition; and

  • Information, instruction and training.

Asbestos management through the use of an AMP is a mandatory legal requirement in parts of the United Arab Emirates, specifically in Abu Dhabi. Other legislative requirements apply within Dubai, Sharjah, Qatar, Oman, Saudi Arabia, Bahrain, and Kuwait.

An Asbestos risk register is a critical component of the AMP on how a dutyholder will manage any Asbestos found, or presumed within their buildings. This management plan must contain current information about the presence and condition of any ACMs in the building. The ACM register will require updating on a regular basis (at least annually). This is managed by ensuring that a competent person completes:

  • Regular inspections to check the existing condition of ACMs;

  • Deletions to the ACM register when any Asbestos is repaired/removed;

  • Additions to the register when new areas are inspected and Asbestos is identified; and

  • Amendments to the register (at any time ACMs have been found to have deteriorated).
